I can't comment on the Hilton situation (I am a Marriott guy) but visiting Dubai late December is a very good time to visit in terms of temperature etc. You only need to bear in mind that from around the 20th December most of Europe will be on school holidays, so expect a fairly good occupation rate in hotels. Especially on the weekends pools might be crowded when the staycationers com in.
