If it specifically says Delta One is available it should instantly book into Premium Select UNLESS that bird doesn't have a Premium Select cabin. In that case you'll book right into D1. Otherwise, you're in PS and wait listed for D1 which will clear at T-24 if available.
If it does have PS, you could use miles for those cheapo economy seats, buy up to PS, then call the Diamond line and have them apply your GUCs from there to get into D1. I did this for a flight from MSP to DUB for pretty cheap.
