The reality of JFK is not that simple. 31R is used not so frequently. Prevailing winds at JFK favor the 4/22s and you may sometimes have intersection departures off of 31L. Lets also remember that operations at JFK do not exist in isolation. Arrivals and departures there are influenced and influence operations at LGA and vice-versa.

There is a video somewhere out there on the internet from the FAA showing how the winds affect operations at both airports. The dance is very delicate and it doesnt take a lot to turn things sideways - quickly.
