No refund/rebooking for missed redemption flight?

I was delayed on my journey to Heathrow T5 this morning due to a traffic accident - while I would have usually arrived 2 hours before departure, in this case I only made it 40 minutes before. I was turned away from the B check-in desks saying the cut-off is 45 minutes and to go to the A desks for rebooking. At the A desks, I was told to call the BAEC helpline since this this an Avios booking, which I did. I managed to get hold of an agent who told me that she would try to rebook on a later flight in the day but the availability is only in WT/WTP. I had looked up availability for my route in Club over the next few days, so I suggested that I preferred a refund over rebooking in WTP so that I can replan and rebook. The agent then went on hold for a few minutes, then came back saying that they are no longer able to offer any refund or any rebooking options for my reservation, and my inbound has also been cancelled due to no-show.

This was a long-haul Club flight booked with Avios + BA PP voucher (solo option). Is this normal? Do I have any recourse/options?
