on departure level you can enter without showing anything; there is no security there at all and you can move freely in the entire terminal as long as it is landside...
same from the underground...
I suspect the reference made is to the security staff roaming around, policing the 'fenced off' area (for lack of better wording) keeping hotel reps and other waiting people at bay. They would try to keep people from going past the barrier.
