Anyone can enter the terminal to a certain area. The luggage storage area is landside but the security in front of the exit gates are fairly strict in letting you cross from oneside to the other if you do not have a passport. I thought it was a bit silly but I guess the receivers would swamp the exit gates hence the strictness.
