I find no partner awards what so ever anywhere . Once in a bluemoon, I can find international British airways flight using BA Avios but as you guys know there is a huge fuel surcharge on BA flights booked with BA Avios.

I have no problem finding awards flights on other sites using their respective miles.
Several helpful posters have tried to assist you in this thread and it's not clear to me why there's still a disconnect.
You are saying that you have been unable to find domestic (including Canada to US) reward flights using Avios on BA.com yet you have been shown several examples where they exist in plentiful supply for multiple passengers on the same flights.

Now to the main point, at of this moment, I tried finding partner award on BA using Avios for 3 people, DEC 20 or 22 from ORD- DXB or AUH. Jan 1 to 3 return flight, DXB or AUH to ORD. I would like my bags to go all the way to from DXB or AUH to ORD not like JFK to ORD.
Can you find this award on BA site using Avios?

You are correct that longhaul flights with Avios often attract substantial fees so you're best to avoid those. Several posters have agreed with you on this upthread. Not withstanding the issue of fees, it's unlikely you're going to see reward flight availability on BA for those dates to and from the Emirates just before Christmas and just after New Year.
I don't think it's possible for this to be any clearer?
