I live right under the turn towards the Shard when LCY is on Easterlies and agree that there are plenty more irritating noises than an EMB-190 overhead.
I also agree that the basic infrastructure needs a tonne of work. It can often feel very cramped airside, especially when there are any delays.
I am a few stops from LCY on the DLR - it remains superb for arrivals but the departure experience is becoming borderline unpleasant to me at peak times (the new peak appears to be Friday and Saturday morning in summer). Long security queues then a packed departure hall with limited places to sit after you've got through. Something (the loos, Boots) always seems to be closed / under maintenance these days too. Despite being 10 minutes away, I'm increasingly indifferent between departing LCY and spending the extra time to get the Elizabeth Line to LHR as a result of this and the poor CE experience onboard.
It feels a bit like LCY is gradually being LCC-ified and has been repositioned from a LHR competitor to a LGW competitor. I suppose there isn't much choice, given LCY has been so disproportionately hammered by the death of single-day work trips post-COVID.
