if you are still struggling, and you are sure their previous silver status & card has actually expired, you can just email the ggl team who can send a request off to get it done manually.
Yes, I do get to the next screen, and that confirms I have only nominated one person (for gold), but when I attempt to nominate the person whose silver has expired, I get an error message. Time for an email I think (and thanks for reminding me about the email address - I always ring).
