It would definitely make more sense to not be restricted to QSuite, but rather to the route, regardless of the specific business class seat used on the route. This is what led me to believe it was only meant for QSuite flights:
“Qatar Airways will serve caviar to passengers flying in its world-class Qsuite starting Aug. 15.”
