It used to be the case that nearly all rental car companies waived drop fees within AZ and to LAS, most of Southern California.

When I do a dummy booking using the Hertz app right now, there are definitely drop fees added. I don't know your dates, but I just picked Sep 15 to 20. My corporate rate for a midsize is $32/day, and that is coming up at $64/day.

Why don't you just do a dummy booking through the Hertz site and see the difference for yourself? Unless the Citi CDP gives free drop-offs, it is likely you can expect one.
