I'm not sure I understand what you're saying. How does this relate to not allowing the purchase of an IC card with cash or a foreign credit card? It seems as though having low-barrier access to IC cards would alleviate the problem of dealing with cash for small purchases. Of course in Macau, most merchants love taking HKD and CNY at the usual 1:1:1 exchange rate vs MOP.
Anyway, I'm hoping the Alipay cancer won't spread further in MO and HK.
