This is likely entirely irrelevant, but from some conversations I've had UA agents hate working the Z gates for a variety of reasons (many of them seem to be rooted in the common-use-ness of this concourse (specifically WRT technology, e.g. being CUTE) combined with the things that make it miserable for non-O/D passengers* also making it miserable to work those gates
but also that those are pay-per-use gates, unlike A, C and D where UA pays a flat-ish amount per month for those gates, for Z instead UA pays for every arrival and departure using those gates incentivizing them to not use Z unless A, C and D are full.
*- Why is it that my flights at IAD only use Z when I'm connecting but virtually never when I'm arriving or departing? Eh. With the club and concession situation I'm not sure I care about departures as much as arrivals... sigh.
