Sign up bonus with spend requirement is a "rebate" according to IRS so no 1099 -- most SUBs are lower than the spend req so it shouldn't count towards 1099 requirement

You're spending $8000 and getting $1200 rebate in the form of 120k UR pts so its not taxable -- Amazon Chase card during Prime Day/Thanksgiving gives $200 bonus without any spend requirement so that's taxable

Chase sends a 1099-MISC if you've had $600 or more in taxable stuff for the calendar year -- most people who do Amazon don't get anything in the mail unless they have other taxable stuff like referrals which pushes them over $600 threshold
