It was not clear to me whether the $4.8 billion covers the entire Tier II build-out (The current 14-gate Concourse E construction to replace Concourse A plus the extension to to replace C/D) or just the 14 gates.
I have seen the news report on 14-gate Concourse E replacing Concourse A and estimated date of completion in 2026, but I have not seen any news reports on the Concourse E extension replacing C/D and estimated completion date. As in the past when UA typically issued press statements on reaching agreements with other hub airport authorities, but I have not seen UA making any sort of announcement when it comes to IAD expansion or renovation.
From the PPT, it looks like D will be torn down and the E extension will eventually be lengthened. C will continue to exist and is likely where the C/D renovation budget will be used. Of course, these long-term plans tend to change.
