The staff who gave you incorrect advice were almost certainly Eulen employees, not USCBP officers. Did the people saying you couldn't use MPC have guns? If not, and they were just rudely barking orders, they were probably Eulen.
These are the same people who monitor the security checkpoint queue entrances to make sure passengers are in the correct lanes and aren't taking oversized luggage through the security checkpoints. They have all of the authority of a wheelchair pusher, but I recognize that most people might not know that.
I had asked several people during those 90 minutes, wearing different types of uniforms. I don't remember if any of them had guns. There were warning signs about taking photos in the area so I did not take any. Most of them were making sure people were in the correct lanes but I also called a lady in a white shirt over who was standing right in front of the immigration counters, she also did not let me join the queue for MPC.
MPC is also available for ESTA holders that aren't US or Canadian citizens. I have had no problems going through a MPC lane at SFO just 2 months earlier.
Thanks for the suggestion, right now I dont have time to file a formal complaint with USCBP, might look into it later. I'm still in the middle of a longer trip that is not going well at all.
