US-EU PE fares are not dual-inventory fares and it's possible for fares to get inverted like this when there is open inventory in lower PE fare buckets, but not in lower Main fare classes.
Fine, “glitch” may not be the appropriate word. I understand what you are saying. My point was that if PE is cheaper than BE, it is poor revenue management. Not glitchy.
