So the precise wordings are:

The annual membership fee is non-refundable unless you notify us that you wish to close your account within 30 days or one billing cycle (which is less) after we provide the statement on which the annual membership fee is billed.

So in essence it is within 30 days after statement close date.

FWIW, this is what Chase SM reply on a Marriott Boundless card -

Please know that annual fee is eligible to be refunded, if you close the account within 41 days of statement closing date which includes the annual fee.
