Once I finally got to an immigration officer and was done being processed I politely asked about the situation with the MPC queue for non-US citizens and he said "you joined the wrong queue".
If you are comfortable, I would file a formal complaint with USCBP. I'd also give feedback on the app if there is a process to do so. I've never used MPC, so I don't know if there is a feedback option on your experience.
The staff who gave you incorrect advice were almost certainly Eulen employees, not USCBP officers. Did the people saying you couldn't use MPC have guns? If not, and they were just rudely barking orders, they were probably Eulen.
These are the same people who monitor the security checkpoint queue entrances to make sure passengers are in the correct lanes and aren't taking oversized luggage through the security checkpoints. They have all of the authority of a wheelchair pusher, but I recognize that most people might not know that.
