If you've booked travel on other airlines which would require using other Skyteam member lounges or third-party lounges at whichever airport(s) are involved in the itinerary, then no lounge access is granted because the passengers have no status and are not travelling in Business Class.

Add a datapoint to this. I am FB Gold and booked an award economy ticket for someone else YYZ - CDG - EVN (travelling solo) all on AF metal. She is FB Explorer, but received priority lane & boarding zone 2, free seat selection including front and emergency exit seats in economy at 24h before checkin, extra + 1 checked bag in additional to standard economy +1 checked bag, and access to KLM crown lounge at YYZ and AF lounge at CDG (just scanned boarding pass). Everything, except for lounge access did appear in the AF app with the booking. But again, these benefits are not openly published nor guaranteed.
