As a 4x ex-LIS veteran, I'll definitely second the comment that you'd be eating alone at 8pm, but people are definitely out by 9:30 or 10. I never had too much daylight-time in the city so I never did much wandering, but I did have a couple of good meals (and a couple of crappy ones). There was a little bar near the Corinthia Alfa that was fantastic.
