Horrible MPC experience at JFK Terminal 7 arriving on ANA from HND:
Staff allowed only US citizens to join the MPC lane! I did not have my foreign passport visible and walked towards the MPC lane when I was stopped, asked to show my US passport, and lacking that, was denied and directed to the ESTA queue that filled the entire arrival hall.
I showed the MPC app and how it directed me to join an MPC queue. I was told MPC is only for US citizens and to join the (huge) ESTA queue. Went back again to ask if she was sure, that certain nationalities are actually able to use MPC, that I had used it at SFO - she was standing right below a big sign that read something like "skip the queue". "No" only US citizens. Waited about 90 minutes in that queue. Later they allowed a bunch of people from the queue to go over to the other side that seems to be for US citizens, once those queues had cleared. There was a clearly marked MPC queue and I asked another 2-3 staff members about joinging that queue and was denied every time.
Once I finally got to an immigration officer and was done being processed I politely asked about the situation with the MPC queue for non-US citizens and he said "you joined the wrong queue".
