If by main building you mean the Ipanema Tower, the Masquerade Tower is closer to the Strip. "Taller than the Rio" doesn't really make sense since both are part of the Rio. The Masquerade Tower has more floors than the Ipanema though, yes. Since a picture is worth 1000 words it might be easier to look at Google Maps in satellite mode and use shift click/drag for 3D mode.
