It is highly hotel dependant as moolman stated above. The Strings Tokyo and IC Berlin are two that I know let you choose between Club and restaurant (when you are a Diamond with Club access milestone reward) for example.

It actually tells me a lot about the management of the hotel, they shouldn't care where you eat if you have the benefits.
