I can definitely see it being either this or a paid add-on online like e.g. upgrading your lounge access to Al Safwa. An airline that has recently been focused on cutting the cost of wines in J and unbundling business fares to not include lounge access doesn't feel like one that's about to offer all J passengers caviar onboard to me, but I could be wrong.
