While I agree that its not "city centered" I would add that we found Lisbon (and Portugal in general) to have some of the cheapest Uber fares we've every experienced, literally anywhere in the world. Generally, we love to walk so we mostly walked into Lisbon each day from this property. However, there were a few times where we needed to get to a timed event (i.e. we had tickets) at a specific time and quickly and we'd just grab an Uber and it was usually something like $4 to $5 USD. So that is an option as well.
