I'm guessing that the reason the A21Ns don't start at NEOA is because of the A319s using EUOA to OI. Although, this doesn't stop them from operating TTOA and TTOB. Historically, at least, BA wouldn't want to duplicate the last two letters of the registration numbers in the fleet. But, more recently, the tailfins (mostly) have the last three letters of the registration, and STBx and XWBx series, for example, seem to coexist just fine!
