Yes, EU Reg. 261/04 will be applicable for this itinerary even when on a US carrier. Whether you are entitled to comp. for delay/cancellation depends on the reason for the delay or cancellation. If caused by extraordinary circumstances, i.e. outside the control of the carrier, no comp. is payable.
