Actually I had this exact scenario last year and they let me use the pass for the 3rd person. Maybe it helped that the 3rd person was my teenaged niece on her 1st international flight. But the EWR team were very nice about it. I would certainly give it a try. And to be clear, they were not accepting one-time passes at that moment.
