Rio needs to figure out some way to get more locals into the casino. If you go next door to Gold Coast, it's busy every night of the week. I think management is still trying to figure out where in the casino hierarchy it wants to be, as they're investing too much to be a mostly locals casino but don't have the strip location to be at the high end either.
We’ve met dozens of Vegas locals at the pool over our stays at Rio. So they’re definitely there.
Also, weird policy - Apparently just by joining the Rio Players Club you get 2 free pool passes per day. Which is why Vegas locals come to Rio.
