Well they could make the best effort to rebook passengers at whatever option is available at the moment (e.g., with LY, BA, AF and others).
Obviously a military conflict is not the same as bad weather, but I wonder if from legal point of view UA really doesn't have any obligation beyond issuing a refund.
Refunding tickets for cancelled flights just is an easy and cheap solution for UA.
