This thread starts in 2015 with saying there's a 3 in 90 day rule (as per the title) which somehow quickly evolves into a 2 in 90 day rule, but we don't know for sure that either of these were ever a hard fast rule (see post 17, even from back then). I'm not going to review my apps over the past 20 years but I'm sure there were times I too was certainly approved for more than 2 or 3 within 90 days.
It's similar to the assumed rule of needing to wait 90+ days between same type of card apps with NLL (biz gold or Plat) - we now have a counter DP to that as well.

I doubt NLL made any difference of if you can get approved for x number of cards within x number of days, but it definitely helps you stay out of pop up jail and get approved with SUBs overall.
