I have posted this elsewhere, but the social media team at Hertz seems to be the best channel these days to get something resolved quickly and correctly. The PC number goes to a call center in the Philippines and the agents there seem to be reading off of scripts and unable to do much creative thinking outside of them.
To the OP's question, I have never been over-charged for an Ultimate Choice reservation but I also only reserve mid-size vehicles.
