It assumes that the delay is within the airline control..
If you are only ticketed to HKG, only the arrival time at HKG counts, if you are ticketed to a further final destination, then the arrival time at that destination counts.
thank you so much for that! This is my original flight times. But now, I do not land in HK until 8:45PM, and my connection is at 1:40AM and I land in Singapore at 5:30. I suppose that’s just under 5 hours, and would be entitled to $400 compensation?
It’s all under one ticket.
