To me that would indicate that although you think you are on a BAH you aren't. Possibly because the hotel\car and flight were not booked at the same time, or not linked in the booking.
Did you get an ATOL certificate?
I paid a deposit about six months ago and then the balance around six weeks before travel.
I also got the BAH text message with the duty office contact details.
Don’t recall ever getting an ATOL certificate at any point and can’t find one in my emails now.
This is how it has posted - it was a flight, hotel and car hire booking, hotel for 3 nights, car for 9 nights.
EDIT: on the original booking email it also says I will earn “4812 bonus Avios (awarded after travel)”. Definitely booked as a BAH.
