Hard to tell your rights unless you mention the itinerary.
I assume that both segments are on the same ticket and also CX.

Different countries have different rules.
Looking at the screenshot you posted, as well as the departure time, you seem to originate from Canada.Then APPR rules apply:

It assumes that the delay is within the airline control..

If you are only ticketed to HKG, only the arrival time at HKG counts, if you are ticketed to a further final destination, then the arrival time at that destination counts.
