It does not. Gym and pool takes some of the area, Ozone takes another bit, and the rest does not seem to be accessible to guests.

"Interestingly the top floor is not a restaurant or bar, it’s the fitness gym and the pool. There is an outdoors area to enjoy the view for people who cannot get enough from their room."
Looks pretty chill in one of the lounge chairs. I can't tell if it's a view of Kowloon or the harbour.
