I think the set is inclusive of anyone whose flights got cancelled by DL during the crowdstrike time period that their database can identify. Anyone who was missed was accidental or did something where they weren't identified by the search... (speculation: did someone cancel at the first sign of trouble? Maybe they didn't get identified for miles.)
And yes, there are people who have asked and received miles.
I arrived at my destination about 3 hours and 20 minutes late, after renting a car and driving to ATL to catch that flight......received a response from DL today with reimbursement for all but the taxi from the airport to our accommodations and 10,000 "Goodwill Gesture" miles in my account. I have sent a response back to DL to try to get that paid for also so we shall see.
