It probably wouldn't count as a top-tier "luxury" hotel, but it would be more of the more upscale ones in the city. The reviews have been mixed since opening: some say the service and elite recognition is good, others say the hardware and design sucks. It could be worth trying out if you have Hilton status, otherwise the other "luxury" options in the city would be the Regent (which generally has good reviews for good service). They're all pretty good value for money though imo.
There will be times when a Conrad or IC is the best Luxury choice in town. It's going to happen in secondary cities.
