Yes, they do indeed eat very late. Back when Portugal briefly flirted with Central European Time rather than GMT, I can remember being on the beach at 11pm, never mind in a restaurant!

Haven't eat in Lisbon for a while - but Bica de Sapato is recommended, as is the restaurant in the Lisbon Yacht Club down at the Tour de Belem - but you'll need a member to take you.
