Resubmitted my wife's application. It appears the glitch where Indian nationals could not enter a foreign address has been fixed. However, no option for submitting an address proof for a foreign address is given at the end. But I submitted without an address proof (the foreign address is listed on the back of the passport) and the entire application was approved in just two days.

However, for an OCI's application, when entering an OCI's reference address, there is no option for a reference letter at first. How have you all been submitting that?
