It's bad enough that complimentary domestic upgrades are far scarcer than ever before, but not having customer service priority really is a complete dealbreaker. As a free agent I have literally zero reason to attain status anymore if this is going to be the status quo. May as well cut up the AA credit cards and rack up Amex points or some other bonus spending commodity instead.
Jokingly, perhaps they just don't like you. Something about your data and their algorithm have determined you persona non grata.

As a lowly PP, sometimes I just buy the upgrade when it matters to me, which in turn, takes away a freebie from myself or others. In regard to call wait times, YMMV. I almost always take the callback, unless I feel like wasting my time and annoying myself - which does rarely happen...usually after a cocktail and I feel a bit self-righteous. Again, YMMV.
LOL...You know its not getting better soon, so please adjust, and don't stroke out on my flight causing a medical diversion. Imagine the irony of that!
