I believe that the amount is charged when you collect the tickets from the machine, typically at check-in. However I do put my flights on a Japanese credit card; I couldn't tell you what the delay is charging to a non-Japanese card. (The longest delay I have had from a Japanese (hotel) transaction to a UK card was about 3 months.)
