Either CX has changed its policies toward OWEs recently or someone is feeding you a line of garbage. (If you are calling AA for the seats it is clearly the later). FWIW, with an AA award ticket, you still call CX for seat assignments. I have reserved row 86 with no issues.
BTW, I prefer 86A/C to H/K. H/K are further up, such that you will need to crane you neck >90 degrees to see out the window.
