Hilton makes no representation as to what "all inclusive" rates mean. The only representation Hilton makes is about "all inclusive" properties- in their help area: https://help.hilton.com/s/article/All-inclusive-hotels which is not the same thing as a typical property offering an "all inclusive" rate.

My suggestion is do not book rates that are unclear, until you contact the hotel and ask what the benefits of said rate are. I do agree that the website should explicitly define the exact benefits of these special rate types.

I find it interesting this hotel's definition of "all inclusive" included all taxes. That is unique. I am not trying to make excuses for the hotel but did you expect that taxes were part of "all inclusive?" I never would have expected that. I would have expected all inclusive to mean includes all meals/food. So my point is if you are saving $50 a day due to tax you thought you'd have to pay being included, is the cost for that extra lunch/dinner food maybe also going to be $50 a day so really it is sort of a wash to you as far as actual dollar outflow as a result of the hotel's lack of clear definition at time of booking of the phrase "all inclusive?"

For instance one time where I felt burned by this sort of thing, was with those "breakfast included" rates. Again, Hilton makes no representation as to what exactly that means. So for instance I booked that one time and on a multiple night stay the comp breakfast the first morning was in a nice buffet, it was quite good. The next morning I went to the same place, it just so happened to be a Sunday morning, they were advertising a nicer buffet/brunch which had a per person cost over $50 USD. I was told the room included "breakfast" was not there on Sundays, and referred to a coffee kiosk with nothing but prepackaged food. I wasn't happy, but tough luck on me.
