In my experience, the paper boarding pass is enforced when the airline hasn't already sighted your passport, i.e. if your journey (or rather your ticket) is starting in Singapore. Jewel check in works - of course - if that fits. You can enter at any of terminals 1, 2 or 3 for terminals 1-4, once you have the appropriate boarding pass.
