Depending on how the questions was answered, the answer was potentially wrong.

You can use your UA miles to book partner flights on the UA site
You can not use your UA miles to book partner flights on the partner site (such as ANA)
You can use UA miles only at united.com. Not at a partner site, not at other online travel booking sites.
Note partner availability may be limited, even if cash tickets are available, award tickets may not.

To book partners go to the UA award search screen (select book with miles)

Be a little more specific of what you have been trying to do
