In a nutshell, yes. Italian citizens can provide other forms of documentation, but for foreigners as far as I'm aware it's either ID Card or passport. I'm not sure why this would be a problem for you, it's not like they'll be able to forge your passport. If this bothers you, I'm afraid the only option is not to travel to Italy.
