Is there greater significance to flight numbers than simply identifying a particular flight? A bit like telephone numbers where some are used for specific services and may be free or premium. And location too, although that’s becoming strange as a city specific number may not be anywhere near the physical city.
Indeed - Unless the airline is operating/marketing more than 9999 flights a day, then there shouldn't be any issue. It would be possible to use the same number on different origin-destinations in a day.
I doubt that BA is close to 10k flights a day, so shouldn't be of any concern
