If a room is available in the app, does the hotel actually have inventory?

I learned through a quick search that although each property can control their own inventory, each property uses Hilton's RMS/booking engine.

Does that mean any inventory I can see on the Hilton app means the inventory is actually there? Or could a property be sold out of one room type and still show available rooms for it on the app?
